Solid Waste Management 2026

1. Introduction

The Ministry of Environment, Forest and Climate Change has notified the Solid Waste Management (SWM) Rules, 2026, which supersede the 2016 rules. Mandated under the Environment (Protection) Act, 1986, these rules come into full effect on April 1, 2026.

2. Mandatory 4-Stream Segregation (For All Citizens & Entities)

Use a visually distinct section (like a grid or list) to explain the new segregation rules, as this applies to every household and business.

Four-stream segregation of solid waste at the source is now mandatory. Waste must be separated into the following categories before handing it over to local bodies or designated collection points:

  • Wet Waste: Biodegradable waste (food scraps, vegetable peels).
  • Dry Waste: Recyclables (plastic, paper, metal, glass, wood, rubber). This will be transported to Material Recovery Facilities (MRFs).
  • Sanitary Waste: Used diapers, sanitary towels, tampons, and condoms. These must be securely wrapped and stored separately.
  • Special Care Waste: Household hazardous waste (paint cans, bulbs, mercury thermometers, expired medicines, batteries, used needles).

3. Guidelines for Bulk Waste Generators (BWGs)

This is a critical section, as the administration is cracking down on large-scale generators.

Who is a Bulk Waste Generator?

Entities satisfying any ONE of the following criteria:

  1. Buildings with a floor area of 20,000 sq. meters or above.
  2. Entities with a water consumption of 40,000 liters per day.
  3. Entities generating 100 kg or more of solid waste per day. (Includes Residential Welfare Associations, gated communities, hotels, restaurants, banquet halls, commercial complexes, educational institutions, and government departments).

Mandatory Compliances for BWGs:

  • Online Registration: All BWGs must register on the Centralised Online Portal implemented by the CPCB.
  • On-site Processing: BWGs must set up and operate facilities to process wet waste/horticulture waste on-site (via composting or biomethanation).
  • EBWGR Certificate: If on-site processing is impossible, BWGs must obtain an Extended Bulk Waste Generator Responsibility (EBWGR) certificate from their respective Municipal Council or Panchayat, confirming they are paying for special waste handling services.

5. Awareness Sessions & IEC

To ensure effective implementation and compliance with the Solid Waste Management Rules, 2026, targeted capacity-building workshops and training sessions are regularly conducted for administrative officials, local bodies, and elected representatives.

Recent key workshops and training sessions include:

  • Training for DMA & ULB Officials (July 3, 2026 | 3:00 PM): A dedicated session for officials from the Directorate of Municipal Administration (DMA) and Urban Local Bodies (ULBs) on registering Bulk Waste Generators (BWGs) on the Centralized Portal, held at GSUDA, 6th Floor, Shram Shakti, Panaji.
  • Orientation Workshop for Deputy Collectors (July 3, 2026 | 5:00 PM): An orientation program on the implementation and compliance framework of the SWM Rules, 2026, conducted for Deputy Collectors of South Goa District at the Collectorate Office, South Goa.
  • BWG Portal Training for BDOs & Panchayat Secretaries (July 9, 2026): A technical training session for Block Development Officers (BDOs) and Village Panchayat Secretaries of South Goa District regarding BWG centralized registration, held at the Village Panchayat Hall.

And, another technical training session for Block Development Officers (BDOs) and Village Panchayat Secretaries of South Goa District regarding BWG centralized registration, held at the Mathany Saldanha Administrative Complex, at 10:30 pm.

 6. Report a Violation / Contact Us

Make it easy for citizens to report blackspots and for businesses to ask compliance questions.

District Level Enforcement:

Taluka Level Teams, headed by SDMs, conduct regular inspections of dumping sites, monitor illegal dumping, identify blackspots, and submit fortnightly reports to the Goa State Pollution Control Board (GSPCB).
